Kentucky is currently 2+1 for anything shotgun related but deer with slugs and snow geese. Interested to know if anyone has gotten the rules changed, and what was done to get them changed.

Exactly.
Buckshot was illegal for coyotes in KY until just a few years ago.
Ridiculous! We can shoot them with anything we can cram in the shotgun. But we only get three shots and that is silly when it comes to coyote hunting. A shotgun deer hunter can only use slugs but gets 10+1 to get it done.
