I called the wildlife orifice in Akron about this. The law was intended for coon hunters. The officer on the phone told me that as long as the law was observed while entering or leaving a stand that there would not be a problem.
This was admittedly (by him) HIS interpretation of the law. Now if you're doing something else wrong or some officer just wants to mess you, his interpretation may vary.
I make it a practice to NOT call on public land until after deer season (archery) is over. The laws during deer season are very confusingly written and you can not call at night or use a rifle. I don't call on public land until Feb. 1 just to play it safe.
Private land, however, is a different matter.
