Strange Sound Request For Foxpro

I used to own one of these: http://www.carolwrightgifts.com/househol...a=pet%20trainer
For a cheap gadget, it really works! Unless a dog or cat is old and deaf, the high-frequency sound this thing emits gets their attention immediately. As advertised, it makes dogs stop barking or jumping on you. Humans can't hear it, but critters sure can. However, it is only good for very short range.
While I have no idea what generates the "sound" inside this thing, I've been wondering if the geniuses at Foxpro could come up with this high-frequency "sound" which could be downloaded into one of their calls.
My fondest dream would be a unit which could recreate and amplify this "sound" loud enough to stop my neighbor's dogs from nuisance barking in the middle of the night. Is this possible?
