He looks like some type of bull and hound maybe.
The pulling/collar problem can be cured with training. You may need to employ an e collar in the training. a couple training session and you won't need a collar.
I have trained lots of big dogs. I presently have 7 and exercise them daily as a pack. The only time a collar is on these dogs is when I'm teaching them something and not very often even then.
the control starts at 3 feet. If you can't control him at that distance, forget even trying farther out.
