Take a look at how the biologists are representing the problem of Coyotes in Chicago.
They are telling everyone that it is HUNTING PRESSURE that has driven coyotes into the urban areas. In the third paragraph, they discuss how a pack can require up to 3 square miles of terrain. They don't tell folks how the woods are overpopulated and the ONLY place for the dogs to go is the city because there IS NOT ENOUGH control or hunting to keep them in check.
