Back in May, the ATF published a new proposed rule in the Federal Register entitled Definition of “Frame or Receiver” and Identification of Firearms. The proposal opened public comment on this possible rule change. The comment period will remain open until August 19, 2021.

The proposed rule would create new definitions for terms such as, but not limited to, “firearm frame or receiver,” and “firearm.” Redefining these legal terms could create problems for all manufacturers, gunsmiths and hobbyists. More changes that will be added include a brand new process for licensed firearm dealers to apply serial numbers to all "firearms", and a requirement indefinitely store firearm records.

As your NRA-ILA's original alert mentions, "In effect, the rule would mean that many manufacturers would need to get pre-approval from ATF for new firearm designs."
