Funny how they talk about impeachment as "protecting the constitution". But then write this kind of garbage bill attacking the constitution.
It's my understanding that Diane Feinstain wrote this bill while she was in the California legislature. That has been some 40 odd years ago after she witnessed her friend and city councilman Harvey Milk get gunned down by a disgruntled citizen. At every opportunity she pulls it out of her rusty old bad idea box and drops it on America.
It has always been shot down everywhere except for in California. That does not mean she won't get lucky at some point. This is where the potential impeachment of Donald Trump comes in handy. The impeachment process will suck all of the oxygen out of the room for the next 6 months. This includes some legislation that definitely needs to be debated. A good example is the replacement of NAFTA for a bill that is more fair to America.

introduced jan 9th 2019, just like she does every session. read twice, referred to the judiciary committee and its where it sits like it does every year.
its been dead in the water at the same spot every year its been introduced and thats where it is right now.
with all the hoopla right now trying to bury epstein scandal with the mass shootings its common for this to resurface like it does whenever a tragedy happens. Its partly why she introduces it *EVERY* session of congress - so that when something happens she can trot it out and scream in front of the media like the banshee she is about how the do-nothing GOP keeps her plan of action locked down and its all their fault.
TBH i think thats about all that she expects out of it - beyond some blind luck where they have full control of the house, senate and presidency at some point in the future and can shoehorn it thru - otherwise its just a good anti-gun talkin point ready for use anytime the left deems it necessary.
