LA House Votes to Boost Gun Possession and ‘Stand Your Ground’ Laws


The Louisiana House on Tuesday passed proposals that would restrict local regulation of gun control and boost existing “stand your ground” laws. The House voted 68-30 to support a bill by Rep. Blake Miguez, R-Erath, which would eliminate the authority of local governments to prohibit the possession of firearms in certain businesses and public buildings.

In party-line votes, NH Senate passes 3 gun-control bills


The state Senate approved three gun control measures Thursday along strict, party-line votes, closing a background-check loophole, imposing a three-day waiting period to buy a gun and permitting local school boards to ban guns on their property. But the identical, 13-10 votes -- with all Democrats for and all Republican senators voting against -- send each bill back the House of Representatives for review because senators made substantial changes to them.

Texas: Conference Committee to Vote on Evacuation Carry


Dear Second Amendment Supporter:
The Texas Legislature will wrap up over Memorial Day weekend, but there's one more piece of pro-gun legislation they need to pass.

House Bill 1177, an NRA-backed measure that protects citizens from being charged with a crime for carrying a handgun without a License To Carry while evacuating from an area during a declared state or local disaster, or while returning to that area, has been sent to a conference committee to work out the differences between the House and Senate versions of the bill. The House passed a stronger bill that protects evacuees for a longer period of time -- one week versus 48 hours after a disaster declaration -- and ties the protection to a disaster declaration only, rather than a mandatory evacuation order and a disaster declaration.

The bill sponsors, Rep. Dade Phelan (R-Beaumont) and Sen. Brandon Creighton (R-Conroe), are fighting for the strongest version of the bill in conference committee. Here is how you can help!

Texas: Urge Texas Senate to Adopt Conference Report on HB 1177, NRA-Backed Evacuation Carry Bill

Texas 2019 Regular Session Wrap-Up: Lawmakers Advance Important Pro-2A Reforms & Send Gun Control Crowd Home Empty-Handed


The Texas Legislature adjourned sine die on Monday of Memorial Day weekend. More than 7,300 pieces of legislation were introduced during the 2019 Regular Session, and your NRA-ILA tracked over 165 firearm-related bills through the process.
Governor Greg Abbott has already signed House Bill 302 by Rep.

Dennis Paul (R-Houston) & Sen. Bryan Hughes (R-Mineola), NRA-supported legislation that prohibits “no firearms” clauses in residential leases. This will protect tenants’ rights to possess lawfully-owned firearms and ammunition in dwelling units and on manufactured home lots, and to transport their guns directly between their personal vehicles and those locations. The bill is designed to protect the Second Amendment rights of renters and was filed in response to tenants who alerted NRA-ILA and the Texas State Rifle Association about a growing number of lease provisions restricting firearms possession and posting of 30.06 and 30.07 signs in apartment complexes. The new law will take effect on September 1 and will only affect future lease agreements.


House Bill 121 by Rep Valoree Swanson (R-Spring) & Sen. Brandon Creighton (R-Conroe) provides a legal defense for License To Carry holders who unknowingly enter establishments with 30.06 or 30.07 signs, as long they promptly leave when verbally informed of the policy.

House Bill 1143 by Rep. Cole Hefner (R-Mount Pleasant) & Sen. Bryan Hughes (R-Mineola) limits the authority of school districts to regulate the manner in which firearms and ammunition are stored in private motor vehicles parked on school property, including by school employees.

House Bill 1177 by Rep. Dade Phelan (R-Beaumont) & Sen. Brandon Creighton (R-Conroe) protects citizens from being charged with a crime for carrying a handgun without a License To Carry while evacuating from an area during a declared state or local disaster, or while returning to that area. The House and Senate adopted the conference report which contained the strongest language possible from the House version of the bill, protecting evacuees for one week after a disaster declaration, tying that protection to a disaster declaration only rather than a mandatory evacuation order, and allowing shelters which are otherwise prohibited locations to decide whether to accommodate evacuees with firearms in their possession. Gun control advocates are urging Governor Abbott to veto this bill, so please take a moment to contact the governor's office and politely ask him to sign House Bill 1177 into law!

In addition to HB 302, the Legislature passed the following NRA-backed pro-Second Amendment measures, which have all been sent to Governor Abbott for his signature.

House Bill 1791 by Rep. Matt Krause (R-Fort Worth) & Sen. Pat Fallon (R-Prosper) closes loopholes in the state's "wrongful exclusion" law that cities, counties and state agencies have been using to restrict License To Carry holders in government buildings.

House Bill 2363 by Rep. Cody Harris (R-Palestine) & Sen. Brian Birdwell (R-Granbury) replaces the requirement that minimum standards for firearms and ammunition storage in certain foster homes require those items to be stored separately in two different locked locations with a requirement to allow those items to be stored together in the same locked location. This would allow foster parents to store firearms in a safe and secure manner while making them more readily accessible for personal protection purposes. A Senate Committee weakened the bill with a trigger lock requirement for firearms stored with ammunition in the same locked location, but this bill is just the first step towards restoring the Second Amendment rights of foster parents and their families.

House Bill 3231 by Rep. Travis Clardy (R-Nacogdoches) & Sen. Pat Fallon (R-Prosper) improves and modernizes the state’s firearms preemption laws, specifically with regard to zoning authority that could be otherwise be used to circumvent state law and regulate the sale or transfer of firearms and ammunition. It brings preemption provisions affecting counties more into line with preemption language that currently applies to municipalities. Although a Senate Committee stripped out language providing legal remedies for private individuals adversely impacted when municipalities or counties violate preemption, it does contain language that allows the State Attorney General to recover reasonable expenses incurred when obtaining injunctions against localities to enforce the law -- including court costs, reasonable attorney ’s fees, investigative costs, witness fees, and deposition costs.
Senate Bill 535 by Sen. Donna Campbell (R-New Braunfels) & Rep. Dan Flynn (R-Van) strikes "churches, synagogues, or other places of worship" from the list of prohibited locations in the Penal Code, clarifying that these places have the same right enjoyed by nearly all other controllers of private property in the state to decide whether to allow LTC holders on their premises. Places of worship are not crime-free zones, as Texans sadly know. And current law, as written, only serves to confuse and potentially disarm law-abiding citizens.

Senate Bill 741 by Sen. Bryan Hughes (R-Mineola) & Rep. Brooks Landgraf (R-Odessa) prohibits a property owners' association from including or enforcing a provision in a dedicatory instrument that prohibits, restricts, or has the effect of prohibiting or restricting any person who is otherwise authorized from lawfully possessing, transporting, or storing a firearm. This measure tracks the intent, but had not been made part of, House Bill 302.

Senate Bill 772 by Sen. Bryan Hughes (R-Mineola) & Rep. Drew Springer (R-Muenster) provides for the inadmissibility of evidence in certain civil actions of a person’s failure to forbid handguns on certain property. State law does not currently provide adequate civil liability protections to business establishments which choose not to 30.06/30.07 signs, leaving those establishments vulnerable to frivolous lawsuits and providing incentives to them to adopt restrictive policies against the carrying of handguns by law-abiding citizens.

Additionally, state anti-gun groups and national gun control organizations backed by billionaire Michael Bloomberg once again went home empty-handed, even though the number of bills filed that called for restrictions on firearms was unprecedented. No measures opposed by NRA-ILA passed during the legislative session. The media has been pushing a "fake news" story that a mandatory storage bill was approved. What actually passed was the following rider to the nearly 1,000 page budget:
Statewide Safe Gun Storage Campaign. (Department of Public Safety) $500,000 in fiscal year 2020 and $500,000 in fiscal year 2021 in General Revenue to establish and promote a statewide safe gun storage campaign. The public awareness campaign shall begin no later than September 1, 2020. The public awareness campaign may include online materials, printed materials, public service announcements, or other advertising media. The public awareness campaign may not convey a message that it is unlawful under state law to keep or store a firearm that is loaded or that is readily accessible for self-defense.
Below are just a few of the dozens of gun control bills that were defeated this session:
House Bill 131 by Rep Joe Moody (D-El Paso) & Senate Bill 157 by Sen. Jose Rodriguez (D-El Paso) allowed for the issuance of so-called “red flag” protective orders that could lead to suspension of an individual’s Second Amendment rights without due process and surrender of his or her firearms to law enforcement.

House Bill 195 by Rep Ron Reynolds (D-Missouri City) &House Bill 1169 by Rep. Rafael Anchia (D-Dallas) restricted the private transfer of firearms at gun shows – a favorite target of the gun control crowd – by requiring every transaction to be conducted through a licensed dealer involving extensive paperwork and payment of an undetermined fee.

House Bill 349 by Rep Cesar Blanco (D-El Paso) banned the manufacture, sale and possession of devices designed to increase the rate of fire of a semi-automatic rifle and includes common modifications done to firearms by law-abiding citizens to make them more suitable for self-defense, hunting or competition.

House Bill 930 by Rep Rafael Anchia (D-Dallas) repealed the Lone Star State’s “Castle Doctrine” law.
House Bill 1163 by Rep. Rafael Anchia (D-Dallas) allowed municipalities with a population of more than 750,000 to vote on whether to prohibit License To Carry holders from openly carrying handguns within city limits.

House Bill 1164 by Rep. Rafael Anchia (D-Dallas) expanded the prohibited places that apply to License to Carry (LTC) holders in Penal Code Section 46.035 to include facilities such as golf courses, amphitheaters, auditoriums, theaters, museums, zoos, botanical gardens, civic centers and convention centers.
House Bill 1207 by Rep. Eddie Rodriguez (D-Austin) made it a crime for a person to fail to report a lost or stolen firearm within five days of the person becoming aware that the gun was lost or stolen.

House Bill 1236 by Rep. Vikki Goodwin (D-Austin) & House Bill 1173 by Rep. Rafael Anchia allowed public colleges and universities to opt-out of Texas’ campus carry law.
House Bill 1375 by Rep. Terry Meza (D-Arlington) prohibits the transfer of a firearm from a person who is not a licensed firearm dealer to another person without recording the name of the purchaser and the serial number of the firearm sold. Also required this information to be submitted to and registered with DPS within 30 days.

House Bill 1713 by Rep. Ana-Maria Ramos (D-Dallas) required persons convicted of any misdemeanor involving family violence -- including some Class C violations punishable by only just a fine -- to surrender their firearms to a law enforcement agency or sell them to a federal firearms licensed dealer (FFL). It would have also required persons subject to certain protective orders -- some of which are issued without notice or a hearing -- to do the same. This bill did not involve adequate due process ort provide sufficient firearms disposition options, such as transferring guns to non-prohibited third parties or storing them with an FFL.

House Bill 2280 by Rep. Vicki Goodwin (D-Austin) repealed the 30.06/30.07 written notification and signage requirement, allowing property owners to exclude License To Carry holders with 8 ½ x 11” signs containing less wording and a pictogram downloadable from DPS’ website. The net effect of this legislation would have been to make it easier for businesses to ban firearms from their premises and more difficult for LTC holders to receive effective notice from property owners.
House Bill 3508 by Rep. James Talarico (D-Round Rock) changed Texas’ carry law from “shall issue” to “may issue”; DPS would not have been required to issue a License To Carry to someone who met all the eligibility requirements under the law.

Biden's education plan pledges to 'defeat' the NRA, support "assault weapons" ban


Former Vice President Joe Biden pledged on Tuesday to "defeat the National Rifle Association" as part of his 2020 campaign promise to fight for school safety. "As President, he will secure passage of gun legislation to make our students safer, and he knows he can do it because he’s defeated the National Rifle Association twice before," Biden's plan, released on Tuesday, read. It stated part of the plan to "defeat" the NRA included supporting legislation that banned "assault weapons" and high-capacity magazines.

Hickenlooper is latest Democrat to make guns a priority in 2020 presidential race


At a library two miles from Sandy Hook Elementary School, where 20 students were among those killed in one of the nation’s most horrific mass shootings, John Hickenlooper sat Saturday among two dozen survivors, listening to their ideas on how to curb gun violence and pitching a few of his own. Universal background checks are a must, the former two-term Colorado governor said. Then, maybe, an assault weapons ban. As president, he would go community by community, House district by House district, with data to convince reluctant federal lawmakers to pass meaningful gun control legislation.

Texas just passed a bill to let people carry their handguns for a full week after natural disasters


The Texas Senate on Sunday night narrowly approved a bill that would allow Texans to carry their guns for up to a week after a natural disaster. House Bill 1177 passed by a vote of 16-15 and now heads to Gov. Greg Abbott for his signature or veto. If it becomes law, any Texan who can legally own a firearm would be able to carry their handgun, open or concealed, for a full week after a state or natural disaster is declared.

Fearing Supreme Court Loss, New York Tries to Make Gun Case Vanish


A couple of weeks ago, the New York Police Department held an unusual public hearing. Its purpose was to make a Supreme Court case disappear. In January, the court agreed to hear a Second Amendment challenge to a New York City gun regulation. The city, fearing a loss that would endanger gun control laws across the nation, responded by moving to change the regulation. The idea was to make the case moot. The move required seeking comments from the public, in writing and at the hearing. Gun rights advocates were not happy.

New Jersey could require all handgun ammunition sales to be recorded and compel many people with firearms in the state to undergo regular safety training. Those are just a couple of new rules on guns proposed in four bills that have been introduced in the state legislature are intended to close loopholes and keep firearms out of the hands of people who aren’t supposed to have one, backers say.

Michigan: House Passes CPL Reform Bill


On May 24th, the Michigan House of Representatives voted 90-19 to pass House Bill 4434 to reduce the penalty for law-abiding citizens who forget to renew their Concealed Pistol License in certain instances. HB 4434 will now go to the state Senate for further consideration, but has not yet received a committee referral.

The 60-second clip includes Mrs. Corban recounting the time she was raped as a 20-year-old living in off-campus housing.

Man who stole car with 6-year-old boy inside shot by boy's father, deputies say


A man accused of stealing a car with a 6-year-old boy inside in West Palm Beach and crashing it in Lantana early Saturday was shot by the boy's father, deputies said. Palm Beach County Sheriff's Office spokeswoman Teri Barbera said Lamar Thurman, 29, drove away in the car, which was parked in front of a home on Roberts Lane, while the engine was on and the boy was inside as his father was saying goodbye to friends.

Man shot in neighbor's home charged after allegedly undressing in 12-year-old's bedroom during break-in


The mother of a 12-year-old girl says her daughter did everything right when a man broke into their home and began undressing in the girl's bedroom over the weekend. Donald Oliver, 38, was in court Monday morning, a day after he was shot while allegedly breaking into the home in the 1200 block of Homeview Avenue, near Taylor Blvd.

Intruder shot during home invasion in St. Petersburg


Detectives are investigating a home invasion that ended in a shooting late Tuesday night. Officers say two masked and armed men used the front door to enter a home in the 2800 block of 28th Avenue North in St. Petersburg around 11:40 p.m.

Fingerprinting For FOID Cards Clears IL House


The legislation would require a one-time submission of fingerprints to get or renew a Firearm Owners Identification (FOID) Card or concealed carry license. The fingerprints would go into Illinois State Police and FBI databases, which track criminal records and prior FOID card suspensions or revocations. Opponents argue it would treat law-abiding citizens like criminals. But state Rep. Kathleen Willis, a Democrat from Addison, said Illinois already uses fingerprinting for a variety of safety measures.

About half of the state’s county sheriffs this week joined the battle against Colorado’s ban on gun magazines that hold more than 15 rounds, arguing that the law hinders peoples’ ability to defend themselves. Although law enforcement are exempt from the ban, the sheriffs argued in their brief to the Colorado Supreme Court that civilians should have the same access to magazines as typical officers and deputies. If law enforcement agencies believe a magazine that holds 20 or 30 rounds is best for defense, then those magazines are the best option for regular people who want to defend themselves, the sheriffs argued.

Nobody ever accused New Jersey of lacking gun laws, and yet, lawmakers in Trenton can’t seem to accomplish anything except pass gun bills.

Ohio Gun-Control group to propose gun background check ballot measure


Ohio voters may soon see background checks on their ballots. Ohioans for Gun Safety, a grassroots organization that advocates for expanding background checks on gun sales, announced Monday that it is proposing a ballot measure that would effectively require background checks for all gun sales done online and at gun shows. The measure, entitled “An Act to Close Loopholes in Background Checks on Gun Sales,” would be an initiated statute, meaning a change to the Ohio Revised Code made via a vote of the people of Ohio. Ohioans for Gun Safety is aiming to have the issue on the ballot by 2020.

Barr: Northam Genuflects to the Gun-Control Movement


In a move to burnish his already well-known anti-firearms credentials, Virginia Gov. Ralph Northam has unveiled a list of gun control measures he will press the commonwealth’s legislature to adopt in a special session as early as late June. Predictably, his proposals miss the mark widely. While Northam’s announcement came within days of the May 31st shooting rampage in Virginia Beach by a former municipal worker, the proposed measures reflect steps that already could have been taken by government officials, or consist of proposals that would not have prevented the murderer’s actions. Unsurprisingly of course, facts and substance took a back seat to political and emotional triggers.

Florida push to ban "assault weapons" hits milestone ahead of Pulse shooting anniversary


A group pushing to ban "assault weapons" in Florida has hit a significant milestone in its effort to place a proposed constitutional amendment on the 2020 ballot. Ban 'Assault Weapons' Now!, a bipartisan organization led in part by survivors of mass shootings in Orlando and Parkland, announced Monday that it has obtained 103,000 signed petitions. The total should be enough to trigger a Florida Supreme Court review of its proposed ballot question, a mandatory step in the process.

On June 4-5, the annual Yale Mayors College & CEO Summit was held in New York City. The theme of this year’s CEO Summit was “Trumpeting the Issues without Becoming the Issue: Selective Use of CEO Voice.” Making clear that much of the event was about corporate virtue signaling strategy, “Session 2” on the June 4 agenda was titled, “The Courage to Stand Alone: CEO Voice & Virtue.”

Despite no longer living in the White House, former President Barack Obama continues to be a headache to law-abiding Americans. On May 30, Obama spoke at a digital innovation event in Brazil. During the onstage conversation, Obama said, “Our gun laws in the United States don’t make much sense. Anybody can buy any weapon, any time, without much, if any, regulation. They can buy [guns] over the internet, they can buy machine guns.”

New Hampshire: House Concurs On Anti-Gun Bills


On June 13th, the New Hampshire state House of Representatives voted to concur on two anti-gun bills that they had received back from the Senate. House Bills 109 and 514 will now go to Governor Chris Sununu’s desk, where his office has indicated that he is not looking to make any changes to existing firearm laws.

The adjournment of the Connecticut Assembly has derailed Senate Bill 20, legislation that would have criminalized importation of elephant, lion, leopard, rhino and giraffe parts from Africa into the state. Interior Secretary Seeks to Expand Hunting Opportunities


On June 6, in a proposal supported and encouraged by the National Rifle Association, U.S. Secretary of The Interior (DOI) David Bernhardt announced a plan for new or expanded hunting and fishing opportunities at 74 national wildlife refuges and 15 national fish hatcheries managed by the U.S. Fish and Wildlife Service (USFWS). In all, more than 1.4 million acres would be opened for these new hunting and angling opportunities.

Governor Abbott Signs Ten Pro-Second Amendment Bills into Law


New Laws Will Take Effect on September 1
Governor Greg Abbott has now signed all of the NRA-supported legislation which the Texas Legislature sent him during the 2019 session. Thank you to pro-Second Amendment leaders and lawmakers in the House and Senate for their work to ensure passage of these measures. Here is the list of NRA-backed bills which will become law on September 1:

House Bill 121 by Rep. Valoree Swanson (R-Spring) & Sen. Brandon Creighton (R-Conroe) provides a legal defense for License To Carry holders who unknowingly enter establishments with 30.06 or 30.07 signs, as long they promptly leave when verbally informed of the policy.

House Bill 302 by Rep. Dennis Paul (R-Houston) & Sen. Bryan Hughes (R-Mineola) prohibits “no firearms” clauses in future residential lease agreements and protect tenants’ rights to possess lawfully-owned firearms and ammunition in dwelling units and on manufactured home lots, and to transport their guns directly between their personal vehicles and these locations.

House Bill 1143 by Rep. Cole Hefner (R-Mount Pleasant) & Sen. Bryan Hughes (R-Mineola) prevents school districts from effectively prohibiting the possession of firearms in private motor vehicles by limiting their authority to regulate the manner in which they are stored in locked cars and trucks -- including by employees.

House Bill 1177 by Rep. Dade Phelan (R-Beaumont) & Sen. Brandon Creighton (R-Conroe) protects citizens from being charged with a crime for carrying a handgun without a License To Carry while evacuating from an area during a declared state or local disaster, or while returning to that area, and allows shelters which are otherwise prohibited locations to decide whether to accommodate evacuees with firearms in their possession.

House Bill 1791 by Rep. Matt Krause (R-Fort Worth) & Sen. Pat Fallon (R-Prosper) closes loopholes in the state's "wrongful exclusion" law that cities, counties and state agencies have been using to restrict License To Carry holders in government buildings.

House Bill 2363 by Rep. Cody Harris (R-Palestine) & Sen. Brian Birdwell (R-Granbury) allows foster parents to store firearms in a safe and secure manner while making them more readily accessible for personal protection purposes.

House Bill 3231 by Rep. Travis Clardy (R-Nacogdoches) & Sen. Pat Fallon (R-Prosper) improves and modernizes the state’s firearms preemption law, curbs the ability of municipalities to abuse their zoning authority and circumvent state law to restrict the sale or transfer of firearms and ammunition at the local level, and allows the State Attorney General to recover reasonable expenses incurred when obtaining injunctions against localities which violate the preemption statute.

Senate Bill 535 by Sen. Donna Campbell (R-New Braunfels) & Rep. Dan Flynn (R-Van) strikes "churches, synagogues, or other places of worship" from the list of prohibited locations in the Penal Code, clarifying that these places have the same right enjoyed by nearly all other controllers of private property in the state to decide whether to allow License To Carry holders on their premises.

Senate Bill 741 by Sen. Bryan Hughes (R-Mineola) & Rep. Brooks Landgraf (R-Odessa) prohibits a property owners' association from including or enforcing a provision in a dedicatory instrument that prohibits, restricts, or has the effect of prohibiting or restricting any person who is otherwise authorized from lawfully possessing, transporting, or storing a firearm.

Senate Bill 772 by Sen. Bryan Hughes (R-Mineola) & Rep. Drew Springer (R-Muenster) provides civil liability protection to business establishments which choose not to post 30.06/30.07 signs, making them less vulnerable to frivolous lawsuits and giving them an incentive to adopt permissive policies for the carrying of handguns by law-abiding citizens on their premises.

Lastly, there's been a lot of coverage in the media lately about the state's role in promoting gun safety and the following rider that was included in the state budget bill, which was also signed into law by Governor Abbott and which NRA did not oppose:

Statewide Safe Gun Storage Campaign. (Department of Public Safety) $500,000 in fiscal year 2020 and $500,000 in fiscal year 2021 in General Revenue to establish and promote a statewide safe gun storage campaign. The public awareness campaign shall begin no later than September 1, 2020. The public awareness campaign may include online materials, printed materials, public service announcements, or other advertising media. The public awareness campaign may not convey a message that it is unlawful under state law to keep or store a firearm that is loaded or that is readily accessible for self-defense.

We appreciate Governor Abbott's recognition of NSSF's expertise in firearms safety and his effort to bring this proven and effective safety program, which is free of anti-gun rhetoric and bias, to Texas residents.
