Former Vice President Joe Biden pledged on Tuesday to "defeat the National Rifle Association" as part of his 2020 campaign promise to fight for school safety. "As President, he will secure passage of gun legislation to make our students safer, and he knows he can do it because he’s defeated the National Rifle Association twice before," Biden's plan, released on Tuesday, read. It stated part of the plan to "defeat" the NRA included supporting legislation that banned "assault weapons" and high-capacity magazines.

Texas just passed a bill to let people carry their handguns for a full week after natural disasters


The Texas Senate on Sunday night narrowly approved a bill that would allow Texans to carry their guns for up to a week after a natural disaster. House Bill 1177 passed by a vote of 16-15 and now heads to Gov. Greg Abbott for his signature or veto. If it becomes law, any Texan who can legally own a firearm would be able to carry their handgun, open or concealed, for a full week after a state or natural disaster is declared.

Fearing Supreme Court Loss, New York Tries to Make Gun Case Vanish


A couple of weeks ago, the New York Police Department held an unusual public hearing. Its purpose was to make a Supreme Court case disappear. In January, the court agreed to hear a Second Amendment challenge to a New York City gun regulation. The city, fearing a loss that would endanger gun control laws across the nation, responded by moving to change the regulation. The idea was to make the case moot. The move required seeking comments from the public, in writing and at the hearing. Gun rights advocates were not happy.

A man accused of stealing a car with a 6-year-old boy inside in West Palm Beach and crashing it in Lantana early Saturday was shot by the boy's father, deputies said. Fingerprinting For FOID Cards Clears IL House


The legislation would require a one-time submission of fingerprints to get or renew a Firearm Owners Identification (FOID) Card or concealed carry license. The fingerprints would go into Illinois State Police and FBI databases, which track criminal records and prior FOID card suspensions or revocations. Opponents argue it would treat law-abiding citizens like criminals. But state Rep. Kathleen Willis, a Democrat from Addison, said Illinois already uses fingerprinting for a variety of safety measures.

On May 29th, the Illinois state House of Representatives voted 62-52 to pass Senate Bill 1966, sending the amended version back to the state Senate for further consideration. Among other things, they would increase the fees and also impose a mandatory fingerprinting requirement for both new FOID and renewal applications.

Florida mother holds intruder at gunpoint waiting for deputies to arrive on scene


A Tampa Bay mother said she experienced 26 minutes of terror. During half of that nightmare, Lauren Richards was forced to hold an alleged intruder at gunpoint. The incident occurred in Rolling Oaks Estates in Hudson, Florida in the early morning hours of Saturday, May 25, 2019. Surveillance video shows an armed neighbor trying to help before deputies arrived at the scene. The accused intruder, Devin Cooke, 25, lives nearby, according to a PCSO incident report.

Virginia Governor to Call Special Session on Guns


Virginia Gov. Ralph Northam will recall lawmakers to the state Capitol in coming weeks to take up a package of gun-control legislation he said is urgently needed to prevent killings like Friday’s mass shooting in Virginia Beach. Northam , a Democrat, told The Associated Press ahead of his Tuesday announcement that he plans to convene a special legislative session later this summer.

n remarks at a technology conference in Brazil, former President Barack Obama misrepresented U.S. gun laws, claiming that “anybody can buy any weapon … without much, if any, regulation,” including “machine guns.” Machine guns have been tightly regulated since 1934 and banned since 1986, except for the sale or transfer of such a weapon that “was lawfully registered and possessed before May 19, 1986,” according to the Bureau of Alcohol, Tobacco, Firearms and Explosives. And even then it can only be transferred from one registered owner to another registered owner. Obama made his remarks May 30 at a technology conference hosted by VTEX. During a question and answer period, the former president was asked about his “most difficult day” in office.

Trump administration plans major expansion of hunting and fishing in protected US wildlife refuges


The Trump administration on Wednesday proposed opening up more federally protected land for hunting and fishing in what it called a major expansion of those activities in the nation's wildlife refuges. A week after 12 people were shot dead by a former Virginia Beach city employee, Governor Ralph Northam said Friday that Virginia lawmakers will reconvene July 9 for a special legislative session aimed at changing state gun laws. In a proclamation released Friday morning, Northam exercised powers granted to him by the state constitution allowing him to summon all 140 legislators back to Richmond outside of their normal two-month legislative session usually held in the first part of the year.

No gun control measures were passed as part of the legislation.

30 Colorado sheriffs join opposition to gun magazine ban facing challenge in state Supreme Court


About half of the state’s county sheriffs this week joined the battle against Colorado’s ban on gun magazines that hold more than 15 rounds, arguing that the law hinders peoples’ ability to defend themselves. Although law enforcement are exempt from the ban, the sheriffs argued in their brief to the Colorado Supreme Court that civilians should have the same access to magazines as typical officers and deputies. If law enforcement agencies believe a magazine that holds 20 or 30 rounds is best for defense, then those magazines are the best option for regular people who want to defend themselves, the sheriffs argued.

The Centers for Disease Control and Prevention is again a focus of the battle over firearms, as Georgia Rep. Lucy McBath and other Democrats are trying to restore funding for the agency to study gun violence. The measure, entitled “An Act to Close Loopholes in Background Checks on Gun Sales,” would be an initiated statute, meaning a change to the Ohio Revised Code made via a vote of the people of Ohio. Ohioans for Gun Safety is aiming to have the issue on the ballot by 2020.

Ban 'Assault Weapons' Now!, a bipartisan organization led in part by survivors of mass shootings in Orlando and Parkland, announced Monday that it has obtained 103,000 signed petitions. The total should be enough to trigger a Florida Supreme Court review of its proposed ballot question, a mandatory step in the process.

After signing six gun control measures into law a year ago, New Jersey Governor Phil Murphy warned that “Our work is far from done.” Several new bills are now making the rounds in a state already notorious for its extreme and oppressive firearm laws.

Obama Lies about Guns… Again


Despite no longer living in the White House, former President Barack Obama continues to be a headache to law-abiding Americans. On May 30, Obama spoke at a digital innovation event in Brazil. During the onstage conversation, Obama said, “Our gun laws in the United States don’t make much sense. Anybody can buy any weapon, any time, without much, if any, regulation. They can buy [guns] over the internet, they can buy machine guns.”

Interior Secretary Seeks to Expand Hunting Opportunities


On June 6, in a proposal supported and encouraged by the National Rifle Association, U.S. Secretary of The Interior (DOI) David Bernhardt announced a plan for new or expanded hunting and fishing opportunities at 74 national wildlife refuges and 15 national fish hatcheries managed by the U.S. Fish and Wildlife Service (USFWS). In all, more than 1.4 million acres would be opened for these new hunting and angling opportunities.

Governor Abbott Signs Ten Pro-Second Amendment Bills into Law


New Laws Will Take Effect on September 1
Governor Greg Abbott has now signed all of the NRA-supported legislation which the Texas Legislature sent him during the 2019 session. Thank you to pro-Second Amendment leaders and lawmakers in the House and Senate for their work to ensure passage of these measures. Here is the list of NRA-backed bills which will become law on September 1:

House Bill 121 by Rep. Valoree Swanson (R-Spring) & Sen. Brandon Creighton (R-Conroe) provides a legal defense for License To Carry holders who unknowingly enter establishments with 30.06 or 30.07 signs, as long they promptly leave when verbally informed of the policy.

House Bill 302 by Rep. Dennis Paul (R-Houston) & Sen. Bryan Hughes (R-Mineola) prohibits “no firearms” clauses in future residential lease agreements and protect tenants’ rights to possess lawfully-owned firearms and ammunition in dwelling units and on manufactured home lots, and to transport their guns directly between their personal vehicles and these locations.

House Bill 1143 by Rep. Cole Hefner (R-Mount Pleasant) & Sen. Bryan Hughes (R-Mineola) prevents school districts from effectively prohibiting the possession of firearms in private motor vehicles by limiting their authority to regulate the manner in which they are stored in locked cars and trucks -- including by employees.

House Bill 1177 by Rep. Dade Phelan (R-Beaumont) & Sen. Brandon Creighton (R-Conroe) protects citizens from being charged with a crime for carrying a handgun without a License To Carry while evacuating from an area during a declared state or local disaster, or while returning to that area, and allows shelters which are otherwise prohibited locations to decide whether to accommodate evacuees with firearms in their possession.

House Bill 1791 by Rep. Matt Krause (R-Fort Worth) & Sen. Pat Fallon (R-Prosper) closes loopholes in the state's "wrongful exclusion" law that cities, counties and state agencies have been using to restrict License To Carry holders in government buildings.

House Bill 2363 by Rep. Cody Harris (R-Palestine) & Sen. Brian Birdwell (R-Granbury) allows foster parents to store firearms in a safe and secure manner while making them more readily accessible for personal protection purposes.

House Bill 3231 by Rep. Travis Clardy (R-Nacogdoches) & Sen. Pat Fallon (R-Prosper) improves and modernizes the state’s firearms preemption law, curbs the ability of municipalities to abuse their zoning authority and circumvent state law to restrict the sale or transfer of firearms and ammunition at the local level, and allows the State Attorney General to recover reasonable expenses incurred when obtaining injunctions against localities which violate the preemption statute.

Senate Bill 535 by Sen. Donna Campbell (R-New Braunfels) & Rep. Dan Flynn (R-Van) strikes "churches, synagogues, or other places of worship" from the list of prohibited locations in the Penal Code, clarifying that these places have the same right enjoyed by nearly all other controllers of private property in the state to decide whether to allow License To Carry holders on their premises.

Senate Bill 741 by Sen. Bryan Hughes (R-Mineola) & Rep. Brooks Landgraf (R-Odessa) prohibits a property owners' association from including or enforcing a provision in a dedicatory instrument that prohibits, restricts, or has the effect of prohibiting or restricting any person who is otherwise authorized from lawfully possessing, transporting, or storing a firearm.

Senate Bill 772 by Sen. Bryan Hughes (R-Mineola) & Rep. Drew Springer (R-Muenster) provides civil liability protection to business establishments which choose not to post 30.06/30.07 signs, making them less vulnerable to frivolous lawsuits and giving them an incentive to adopt permissive policies for the carrying of handguns by law-abiding citizens on their premises.

Lastly, there's been a lot of coverage in the media lately about the state's role in promoting gun safety and the following rider that was included in the state budget bill, which was also signed into law by Governor Abbott and which NRA did not oppose:

Statewide Safe Gun Storage Campaign. (Department of Public Safety) $500,000 in fiscal year 2020 and $500,000 in fiscal year 2021 in General Revenue to establish and promote a statewide safe gun storage campaign. The public awareness campaign shall begin no later than September 1, 2020. The public awareness campaign may include online materials, printed materials, public service announcements, or other advertising media. The public awareness campaign may not convey a message that it is unlawful under state law to keep or store a firearm that is loaded or that is readily accessible for self-defense.
NRA supported the award of a $1 million grant from the State of Texas to the National Shooting Sports Foundation for the distribution of Project ChildSafe

(https://www.projectchildsafe.org/) firearms safety kits to Texas residents through a network of law enforcement and community partners. We appreciate Governor Abbott's recognition of NSSF's expertise in firearms safety and his effort to bring this proven and effective safety program, which is free of anti-gun rhetoric and bias, to Texas residents.
