EXCLUSIVE: FBI report finds officers ‘de-policing’ as anti-cop hostility becomes ‘new norm’
Study on cop killers shows 28 percent motivated by animus toward police; others wanted to avoid custody

An unclassified FBI study on last year’s cop-killing spree found officers are “de-policing” amid concerns that anti-police defiance fueled in part by movements like Black Lives Matter has become the “new norm.”

“Departments — and individual officers — have increasingly made the decision to stop engaging in proactive policing,” said the report by the FBI Office of Partner Engagement obtained by The Washington Times.

The report, “Assailant Study — Mindsets and Behaviors,” said that the social-justice movement sparked by the 2014 death of 18-year-old Michael Brown at the hands of an officer in Ferguson, Missouri, “made it socially acceptable to challenge and discredit the actions of law enforcement.”

FBI spokesman Matthew Bertron said the study was written in April.
“Nearly every police official interviewed agreed that for the first time, law enforcement not only felt that their national political leaders [publicly] stood against them, but also that the politicians’ words and actions signified that disrespect to law enforcement was acceptable in the aftermath of the Brown shooting,” the study said.

As a result, “Law enforcement officials believe that defiance and hostility displayed by assailants toward law enforcement appears to be the new norm.”

The report examined 50 of the 53 incidents last year in which officers were killed in the line of duty, excluding the three cases that involved minors or perpetrators who remain unknown.

Most of the assailants who used deadly force against officers did so in an effort to avoid being taken into custody, but 28 percent were motivated by hatred of police and a desire to “kill law enforcement,” in some cases fueled by social and political movements.

“The assailants inspired by social and/or political reasons believed that attacking police officers was their way to ‘get justice’ for those who had been, in their view, unjustly killed by law enforcement,” the study said.

The perpetrators said their animus toward police was based on their own experiences as well as “what they heard and read in the media about other incidents involving law enforcement shootings.”

Those charged in the July 2016 shootings of police in Dallas and Baton Rouge “said they were influenced by the Black Lives Matter movement, and their belief that law enforcement was targeting black males,” the report said.

Five officers were killed in the Dallas ambush, which coincided with a protest against police shootings of black men in Louisiana and Minnesota, while three officers died in the Baton Rouge massacre.

Last year was particularly deadly for police: Sixty-four were shot and killed in the line of duty, a 56 percent increase from 2015. Of those, 21 were killed in ambush-style attacks, “the highest total in more than two decades,” according to the National Law Enforcement Officers Memorial Fund.

While racial tension has been the focus of deadly police encounters since the Brown shooting, nearly half of the assailants who killed officers in 2016 — 48 percent — were white, the FBI study found.

Of the rest, 36 percent were black, 14 percent were Hispanic, and 2 percent were Native Alaskan. Nearly all — 86 percent — had criminal histories; 60 percent had used drugs, and 32 percent were under the influence at the time of the attack.

In addition, 26 percent were under active warrants, and 24 percent had known gang affiliations. All were men.

The report also found that the trend toward drug decriminalization and reduced sentencing had emboldened perpetrators, making them believe that “consequences no longer exist for criminal acts, especially drug offenses.”

“Across the country, law enforcement link the decriminalization of drugs to the increase in violent attacks on law enforcement,” said the study.
Such factors have “had the effect of ‘de-policing’ in law enforcement agencies across the country, which assailants have exploited.”

The report cited an example in which an officer was slammed to the ground and beaten but refused to shoot the assailant “for fear of community backlash.”

“The officer informed the superintendent that the officer chose not to shoot because the officer didn’t want his/her ‘family or department to have to go through the scrutiny the next day on the national news,’” said the study.

They got the date right, but you can lay this right on the steps of the 2014 Whitehouse!

And the media. The reported the rhetoric but waited until AFTER the chaos to report the truth...AFTER it was too late.
 
Not surprising. Ignore problems, get accused of racism. Address the problems, get accused of racism. Try to help those that have problems, get accused of racism. Tell others they can help, get accused of racism. Pretty much anything you do, prompts a bunch of people to start 'marching' and 'protesting'. And God help you if you have the gall to save your own life instead of 'accepting the risk' and letting yourself get murdered.

Do your job well and ruin your life. It should be on the recruiting posters.

can you really blame the police for backing off??

People are already acting stupid, swinging at a cop, shooting at them, suing the snot out of them for a quick payday.
Government blaming them for implementing the laws they want enforced, yet don't support them. It's not wonder they are backing off.

If the community is against you, and full of crime, fine let them have it. Oh, and the anti police groups had better not call 911 when they are being robbed, assaulted, or broken into. Just go ahead and solve that issue yourself. Eventually those that get tired of it will move away and leave it to the degenerates. Look at Detroit.

I would also hope that police are also backing off when it comes to those in the city leadership that are also supporting the anti police hostility. You wanna grandstand, fine, don't call us.
 
There has always been *some* of this, and yes ime the same anti cop people called 911 at the drop of a hat, and had the newspaper on speed dial because the "pigs" didn't do enough for them. At least enough for whichever members of the family that currently were out on parole at the moment.

But the mainstream support is baffling. I think most anarchists and their kind falsely imagine themselves as living life as a king if society crumbled, when most would be the first ground into the mud. Take away protection and the weak are nothing but prey.

Even with protection you always expect to lose a few sheep.
 
This mindset does seem to come and go to an extent Indy. Although it seems some ethnic communities seem never to fade in their hostilities. A matter of perspective I guess. I clearly remember back in the late 60's seeing signs and bumper stickers saying "Hate cops? Next time you're in trouble call a hippie" or something to that effect.

There used to be an Environmental saying in the 70s of "Think Globally, but ACT Locally" and I think this applies to the LEO animus today...It's our local politicians and judges that are setting the tone for local attitudes and the failure of local LEO administrations to totally back their line officers when there are overt actions of civil disobedience....

Community Leaders/Politicians will have to get so plowed under, such as they have in Ferguson, MO that they finally decide that they have had enough of the wanton destruction that is being perpetrated for any cause..whether an actual shooting or the losing of a sporting event...

While I am one of the last people to want to see a 'Police State' develop, there is going to have to come a point in time when the aforementioned community leaders say, "Enough is Enough" and the Kid Gloves start coming off and the 'ownership' of the towns/cities is taken over by the general population, or vigilante efforts will become the norm again...At that point trials will be held on the spot and a lot of innocents will get caught up in the fray...Some innocents will become victims of unfounded rumor and innuendo....
