bore sighting a scope.

Okay, so I put a different scope on my 220 swift. I have a bore sight tool. It says to align the cross hairs with the lazer light on the bulls eye. According to the picture the cross hairs are just in line above the bulls eye. Shouldn't the cross hairs be right on the bulls eye with the lazer? sorry for the stupid question, but I have't used it before and there is no sense doing it if I'm not doing it right. thanks for any help.
 
the laser(not effected by gravity)and crosshair can intersect only once, whereas actual bullet and sights intersect twice first where the bullet raises( barrel is pointed above horizontal because of gravity) above line of sight and again when it falls back downward across line of sight.
 
if it's a laserlight bore sight you put the beam on the black dot and line the cross-hairs up.this is done at 25yrds will put you close at 100yrds.

put the laser[reddot] on the blackdot then line the scopes crosshair up with the crosshair above the blackdot
