Rogue otter - help!

On Lake of the Ozarks, we have a rogue otter that is stealing fish out of our baskets before we get them cleaned. Tried a snare on top of the wire baskets, but he just pushes them aside and helps himself. DNR said, "Go ahead and shoot it" Not going to do that for fear of float/dock damage, etc. Question: use conibear or leg hold trap? If so, what size? Thanks for any help offered.
 
Would probably go right in a large live trap baited with a fresh fish,put a few small pieces out front. Conibear will work if the otter travels through a narrow area,8-10 inches,then a well anchored 220 will work. Keep it in the water to avoid pets. If you live trap it move it at least 5 miles.
