Zero question

I have a brand new browning 300 wsm and a new vx6 3-18 scope all were purchased new from dealer

My question is, I went to zero the gun at 25 yards and the gun is shooting low about 12"

I screwed my up elevation knob till it quit and it's still shooting low

Is my scope bad or could it be my rings? My rings are talley rings

May be totally off base here because I'm not familiar w/Brownings but it is possible on some makes/models to reverse the front and rear bases and cause an elevation problem.
