What would you buy if all you had was a receiver and these requirements

I have a stripped lower. What should I get to build out the gun. My only requirements are that its chambered in 223 Wylde and has a 1:8 twist. I heard that's the best combo to get the best accuracy from the widest range of NATO and .223 ammo. Beyond that, I don't know enough to figure out what to get or where to get it from.

Right now I'm thinking of this upper:

I'd also need a charging handle but they are out of stock.

I'd also like the gun to weigh under 7lbs before optics.

Can anyone suggest better for $700 or less?

I do some reloading. So I'd be shooting a mix of factory and hand loads. I'd be hoping for MOA accuracy.
