FoxPro Downloads and Chromebook Laptops

Not real tech savvy but I am looking at a laptop that operating system is google chrome instead of the standard Microsoft Windows system. One drawback is they aren't capable of downloading a variety of programs. Question is has anyone used one of these laptops to load FoxPro sound files?
 
I asked Foxpro the same question back in September. This is the response I got back from them: " I just talked to the Tech Support supervisor. He said the Chromebooks will not work since they have an Android operating system. You will need a laptop/desktop that uses a Windows or Apple operating system. "
