Are you allowed to build or purchase a short barreled upper without having the tax stamp first as long as you never assemble it into a full firearm? Wanting to get one and found a few good deals and don't want to have to wait for the stamp to buy if possible.
The SBR stamp is for the LOWER. I would not possess, buy, or store a completed short barrel upper or the parts to assemble one if you have in your possession a AR Lower (stripped or otherwise) or a complete AR.
