Why is 204 ruger brass undersized

You mean shoulder height or general diameter? It has to be smaller than SAAMI so it is assured of going into all chambers.

That's one reason why we don't work up loads with virgin bras as the case capacity can change dramatically from the unfired state.

SAAMI gives two specs for any caliber in their purview

maximum cartridge and minimum chamber.

minimum chamber is always going to be a bit smaller than max cartridge to ensure reliable chambering.

so now the important question is - how much undersized are you experiencing and where based on the saami spec for max cartridge?

is the OAL the undersized part? is the shoulder at the wrong datum point? is the body diameter too small? is the neck diameter too small?

Sounds like your extractor is not quite going far enough in. You might need to swap it out. I have had some on other calibers that just weren't enough purchase.
