IME... There are FEW factory rifles that will hold a 1 moa, 5 shot group, every time you pick it up. An even fewer number of good old boys that can even shoot a .25 aggrate for five groups on one target. Much less, that can do it when the wind is blowing. Many of the posted, measured groups, many times, are mis-measured, or someone just likes to fudge. I think anyone that wants to prove me wrong is free to post up a Redfield target with five, five shot groups on it. Measuring the outside and subtracting the caliber is fudging. Most bullet holes, even the black ring that surrounds it are smaller than the bullet caliber. Paper stretches, shoot one off by itself and measure it. Then subtract that number.
Do you adjust powder charge because of the temperature? Do you use several wind flags? How good are you at reading mirage?
Even good ball ammo sucks, because of the mass produced FMJ bullet it uses. Sending a rifle back for not holding a 1 moa group with ball ammo? Crazy! I have a 16" carbine that will hold a .5-.7 with tuned loads, but this an exception. I have seen a Shillen barreled AR that was a honest .25 rifle with tuned loads. They do exist! But... they are a rare animal.
