RCBS Sample Die?

I ran across this at the local flee market last week. It is a set of full length and seater dies and also had a "sample die" included. Not sure what it is! The set was for the 221 Remington Fire Ball. The sample die is marked on top "221 RF Sample S".There are two "flats" ground on the threads of the sample die. One flat is stamped 4-12-63. The other flat has 000 stamped on it. Can someone enlighten me on what this sample die is for? The dies look to be used very little if any at all. The date on the two regular dies is 1973. I talked to a lady at RCBS and they could find nothing in their records back to 1970 about a sample die. They would not claim it either. A man that helped in the search had 45 years service with RCBS. The mystery continues! TKG
