nys assembly bill question

looks like it will affect reloaders to me. What I gather, is that they want to redefine what they consider explosives and it specifically states gunpowder and smokeless powder as included with the likes of high explosives and blasting material (which I presume to mean dynamite and others).

It does not seem clear the reasoning for wanting to reclassify the meaning of explosives and what are considered explosives. I would only assume it is either to make them very hard to purchase or to make it so you need a permit of sorts to buy them.

Im interested in hearing what others thoughts are though.

Looks to me like you need to know what the "Labor Law" is all about, but sure sounds as if powder and/or primers are affected.

thank you i've been googling this all day not much info though.going to keep an open on this.it will be the one that pushes me out of this state.thanks again.
