Educate me on Pecar Berlin scopes...

Looking at a rifle at a gun show that has a 4-10 Pecar Berlin scope on it. Seller claimed it was something special. Anybody have a clue on these? Looked to be maybe 70's vintage and real good shape. Long body.

I did a Google search. They were produced in 50s and 60s and were German made. One poster said they were as good of glass as Ziess ? I was watchg a sniper rifle program on TV Guns & Ammo and I thought I heard that that was the brand scopes on German sniper rifles of WW2 ?
