Suggestions for a Bear Hunt..

I wanted to ask if anyone knows the best place to go on a bear hunt? I am wondering if there is a state that makes tags readily available to non-residents?

Arizona and N Mex have over the counter tags and both have archery and rifle hunts.

Need more info. What type of bear hunt? Bait, hounds, spot/stalk? Are you looking for biggest bears? Best hide for a rug/mount?

maine has plenty of bear and tags can be bought over the counter.
