If you're gonna add a rail the bolt handle probably won't be an issue with med's. You might even get by with lows and a bolt handle mod. Course, every mfg'r has their own ideas on ring height so it's hard to say.
ETA,,, the factory handle just barely scuffed the ocular bell on my 3.5-10 (which is the same as your 4.5-14) with those Warns..
