I only tie my dogs if the cat is going to be shot. The reason I didn't want the cat to come down was I was worried Billy might catch him and that would be bad for the cat. The kittens mother jumped the week before this and Billy caught her on the ground, didn't take her long to figure out that she should get in a tree and stay there.
